{"id":3089,"date":"2013-09-12T11:48:24","date_gmt":"2013-09-12T01:48:24","guid":{"rendered":"http:\/\/www.jlgc.org.au\/?p=3089"},"modified":"2021-08-18T15:49:15","modified_gmt":"2021-08-18T05:49:15","slug":"service-delivery-in-japan","status":"publish","type":"post","link":"https:\/\/www.jlgc.org.au\/ja\/service-delivery-in-japan\/","title":{"rendered":"\uff3bSeptember 2013\uff3d<br>Service delivery in Japan"},"content":{"rendered":"<p align=\"left\">Last month, I had the opportunity to talk about service delivery in Japan at the UTS seminar.<\/p>\n<p align=\"left\">In my presentation, I introduced some basic principles about who delivers services.<\/p>\n<p align=\"left\">First, whenever possible, service delivery should first go to the private sector. The history of service delivery is the history of privatisation. For example, in the past, railway services, telephone services and the postal service were operated by the central government or government related organisations. But now, all of these services have been privatised. There is also the trend of outsourcing.<\/p>\n<p align=\"left\">In the public sector, service delivery is allocated based on the idea that, whenever possible, services should first go to the municipalities, then to the prefectures, and only when these governments cannot handle a task, should it go to the central government.
