The Local Government Exchange and Cooperation Seminar Programme (formerly the CLAIR Fellowship Exchange Programme) is a seminar / study tour that provides senior executives from government and peak organizations in the Oceania with the opportunity to meet with Japanese public officials, to study Japanese public administration first-hand, and to exchange ideas and expertise with local staff and fellow participants.

Over the course of two weeks, participants attend lectures, take part in workshops, and visit local government offices, where they receive extensive exposure to the workings of Japanese government. An additional and equally important part of the program is the homestay with a local family, which immerses each visitor in the daily life and culture of Japan.

1. Schedule & Itinerary

The Program will be held from 11 November to 21 November 2007. Below is the preliminary schedule. Further specific details will be determined by CLAIR and Ishikawa Prefecture and subsequently informed to all participants.

(1) Tokyo Seminar

The Tokyo Seminar is primarily focused on promoting knowledge of Japan 's local government system and will include lectures on the present state of affairs and issues of local governments in Japan .

(2)Exchange Events at Local Authorities

Ishikawa Prefecture will host the Exchange Events in Local Authorities Program for participants from CLAIR Sydney. In Ishikawa Prefecture participants will take part in tours, inspection visits, workshops, and meetings. In addition, participants will also have the opportunity to experience Japanese culture.

2. Eligible Participants

Eligible Participants are persons from Australia and New Zealand who are Local Government Executives or Executives involved in the promotion of local area international exchange and cooperation, and who are approved by the General Director of CLAIR Sydney. In addition, people from national organisations, research institutes, or other related organisations may be eligible to participate, providing their backgrounds are appropriate to the theme of the Seminar.

a. Invited Participants

Official invitation will be sent by CLAIR Sydney to senior officers from a range of local authority organisations.

b. General Participants

CLAIR will permit individuals interested in the Seminar to participate provided the individual's background is determined by the Director of CLAIR Sydney to be appropriate to the theme of the Seminar. Please be aware that expenses for accommodations, meals, airfare, etc. are the sole responsibility of the General Participant. Applications for General Participants are handled through CLAIR's Overseas Offices in the same manner as applications for invited participants.

 

3. Expenses

a. Invited Participants

•  Expenses for Seminar registration and materials will be borne by CLAIR.

•  Any expenses prior to arrival in Japan and after departing Japan shall be borne by the participant. Partial airfare grants are available for participants from International Bank for Reconstruction and Development (IBRD) or International Development Association (IDA) grant aid countries. Details are specified in the “Partial Airfare Grant Guidelines” for the Local Government Exchange and Cooperation Seminar.

•  Expenses in Japan during the Seminar period (transportation within Japan , accommodation, meals, and overseas travel insurance) will be borne by CLAIR. Personal expenses during the program shall be borne by the participant (e.g. phone calls, food and/or drinks from the hotel mini-bar, expenses incurred during free time, etc.).

b. General Participants

•  Expenses for Seminar registration and materials will be borne by CLAIR.

•  Any expenses prior to arrival in Japan and after departing Japan shall be borne by the participant.

•  Expenses incurred while in Japan as well as personal expenses during the program are the sole responsibility of the participant. 

 

4. Participation Application Process

People interested in participating should fill out the applicable forms from below and submit to CLAIR Sydney:

•  Participant Application Form (Form 1)

•  Information Form for Accompanying Person (Form 1-1) (*only if applicable)

•  Flight Information Form (Form 2) (Please submit an additional Form 2 if there is an Accompanying Person)

•  Partial Airfare Grant Application Form (*only for eligible participants)

*Please contact CLAIR Sydney regarding the deadlines for submission.

 

5. For Participants Planning to Bring a Spouse or Accompanying Person

The guidelines for participants planning to bring a spouse/accompanying person are as follows:

•  The Participant should submit the “Information Form for Accompanying Person (Form 1-1)” and the “Flight Information Form (Form 2)” with the spouse/accompanying person's flight information. Please contact CLAIR Sydney for the submission deadline.

•  All expenses incurred by the spouse/accompanying person (accommodation, transportation, etc.) shall be borne by the participant.
