CLAIR Forum

CLAIR Provides Important International Forum

for Discussion of the Future of Local Government

 

CLAIR organised a one-day forum in Melbourne in June 2005 with the support of the Municipal Association of Victoria. The theme of the forum was The Changing Direction for Local Government:Meeting New Community Demands. This broad theme allowed us to invite speakers from various spheres of government and academia to talk on a wide variety of topics. Melbourne1


Proceedings commenced with official words from Mr Itsuo Hashimoto, Managing Director of CLAIR Headquarters in Tokyo; Cr Gary Singer, Deputy Lord Mayor of the City of Melbourne and Mr Shisei Kaku, Counsul-General of Japan in Melbourne. Keynote addresses were delivered by Prof Graham Sansom, of the University of Technology Sydney Centre for Local Government and Prof Wataru Kitamura, of Konan University . Following a short break, Ms Clare McArdle, Director Sector Development, Local Government Victoria, Department for Victorian Communities spoke about local government and community strengthening and finally case studies were delivered by Cr Darren Ray, Mayor of the City of Port Phillip; Mr Hiroshi Okazaki, Director of Strategy for Regional Autonomy Division, Tottori Prefectural Government and Prof Robert Adams, Director Design & Culture, City of Melbourne. Master of Ceremonies for the day was Cr Geoff Lake, President of the Municipal Association of Victoria.

This forum provided participants with an opportunity to examine how local governments can meet the increasing demands of communities with limited financial and human resources. Delegates were fascinated to hear about successful initiatives from various speakers, and in particular, from the Japanese guests, given that Japanese local governments face similar issues to their Australian counterparts.
